Report a translation problem
When you purchase a tarot card from the shop, it gets added to your stack, but you can't use it right away because there are no regular cards on screen to use it on. However, if you also purchase a surprise tarot pack to use at once, cards are then pulled from your deck and THEN, on top of the new tarot card you can use, you can also use the previously purchased tarot card you couldn't use before, because NOW there are regular cards on screen after all. It doesn't make sense, does it?
Using a polychrome or other similar buffed Diet Cola might make it more appealing too. Still sub-optimal, but better than nothing. A negative one would be essentially free to complete with as well.
It makes perfect sense. Spectral packs summon a set of cards and make you use it on those, which is a way to balance how much stronger it is to get to pick one of multiple tarot cards. Meanwhile tarots in your inventory either come without getting to pick (in the store) or are picked randomly (from a joker or The Emperor). But they're stronger because you get to play them during normal gameplay, so they can save your run by transforming some cards to a specific suit when you really need a flush-type hand, or at the very least you're free to cycle through all cards in your deck before you decide what to use them on.
Did you perhaps not figure out you can use them during a round?
I'm fully aware you can use them during a round.
And I can also use them during the shopping sequence... but only if I also use something else during said sequence that allows me to display my cards.
