Report a translation problem
Doing the other sniper mission likely grabs most of the key points; simple as climbing the barge 'perch' or whatever, letting off the fireworks, and offing them. Should get them both without being seen easily enough.
The other part about completing the show stopper is where you drop the lighting rig on Viktor. I know I have the achievement (Sniper Assassin) cleared, but since one involves killing him with the lighting rig and the other sniping both targets, I'd imagine they can't be done in the same go.
If you already have the sniper stuff filled, try doing the showstopper next round and see if that ticks it off. Since I already got it completed I can't run through again to see / show video of it popping up, but like I said I got it marked on mine.
I can confirm this - err, maybe I am the one you are quoting - as I couldn't get it until I shot Victor while his guard was looking somewhere else.
Shooting Victor while the guard is watching him causes the "crime detected" situation to appear - canceling the challenge.
Shooting Victor while the guard takes a few steps back (when Victor comes see the fireworks) cause the actual crime to be unnoticed (even if the body is found right after this).
