No, haven't experienced that.
Maybe something is just wrong on your side? Checked the Windows sound mixer? Sometimes Windows does weird things on his own.

What kind of sound card do you have? Or is it a USB headset? Or (the horrors!) onboard sound?

I had a low volume problem once. It turned out I had "Surround" toggled on in my SB control panel when I was using a 2-speaker setup instead of my surround sound headset. Audio from the left and right of me would be fine, but I wouldn't hear people standing directly in front of me. Had the same problem in Fallout 4.

Anyway, no, the volume is fine in this game. I imagine there are a myriad of possibilities in your case.

I'm experiencing the same thing. Hitman is particularly quiet when compared to pretty much any other game I play, meaning I have to boost its volume considerably. Makes it all the more jarring when one of the badly mixed dialogue lines pops up and you hear 47's booming voice echoing round the room.

Or if nothing else works, open windows sound mixer and lower all the sounds except hitman. Its only a workaround but helps for now

I have checked sound mixer, Hitman is max. This surround system idea is something i have been thinking about though, cause sometimes in the game the sound vanishes? But i dont have any sound card program installed? So how do i remove this?

It would help to answer my earlier question. Can't really give advice without knowing what you have.
