There's an XP system because grinding for money is too easy in Blood Money.
You don't even need any unlocks unless they're a requirement for a challenge, a custom contract or an escalation. A screwdriver is enough if you're not happy with the fiber wire.
I guess weapons like a silenced pistol and a customisable sniper rifle are enough for Hitman.
The worst thing about it is they have you complete "challenges", aka "screw creativity, play the game our way".
And the worst thing about challenges? They give away pretty much everything you can do, depriving you of finding out for yourself.
Bottomline, you want the sniper rifle? Yes? Then let us spoil the game for you.
I would love start game in bulletproof vest, guards would take notice extremely quickly so shooting would start pretty much right away. I would just go punisher style to my target blasting anyone hostile running my way. Then make a lil detour to smuggle spot where I would have extra vest.

This is Agent 47 I know! ... Sometimes! :D Its sandbox! Thats whats great about it. Options. And adding option to go gun blazing (even if it would still net you no points) is MUST! I hope they´ll add it in Season 2.

Now that I finished, I am now going through each map one by one to complete them. Only just now did I find the vampire suit in paris and am going to complete those before going to the escalations.
Worked out well doing it this way, too, as I got sick of being kicked back to the main menu and having the "suggested" panel on the main menu constantly tell me to play maps that it didn't want me to play "You should complete XXXX story mission before you try this!" THEN DON'T RECOMMEND IT TO ME ON THE MENU!
I don't really hate the XP ssytem in this game. You can unlock challenges and discoveries by saving before a kill, experiencing it, then loading to do another different one (dropping the light rig in Paris versus just shooting him). I got capped on XP for Paris about 3/4 of the way through the list, so everything felt like it unlocked quickly for me.
"All unlockable items that are earned when connected to the game's servers, are now also saved to an 'offline profile', meaning that they can be used when in Offline Mode."
It's still needed to be connected to earn them, but honestly, that is a nice compromize and all I personaly realy wanted since the begning.
Nah. That's cause you're relying on save files. Since the game doesn't have the 'Hard Mode', I always play my first runs without Opportunities/Intel/Save Files. There are some moments that I happen to run into some roaming NPCs or several guards even. It's hard to escape the 'Combat' or 'Hunted' state especially when you're stuck indoor, like the underground lab in Sapienza or the school army base in Marrakesh. So I've always smuggled the suppressed SMG for the first runs, and SMG was the most important insurance to finish the first run without fail.
As I said, suppressed SMG has decent accuracy, fire rate, and fire power in close combat. It's easy to make head shots even if the enemies are moving. It is extremely efficient for clearing 3~4 guards in the room within 5~10 seconds, so it grants you enough time to escape the room or hide in the closet without drawing more attention. Pistol is not that effective in such case.
Anyone could finish SA Suit Only with just some tools and 3 coins after several times of tries. However, I can't say the same with the first runs or the elusive targets, in which you'll face lots of unpredictable moments. I don't mean that you have to play the game with certain conditions as I played. I'm just trying to say how SMG was useful and intriguing in my case.
As has been said, the system is designed to encourage you to do it in another way, and ultimately, when you've reached L20, you really know the mission very well.
The only previous hitman system I've known was Absolution, and seriously, no, just no. Never worked for me.
It would make difference only if the game is heavily focused on weapon development system, like Fallout 4 with Perks, but that's not the case. If the Hitman starts to focus on weapoon development system... well, it'll be hard to call it Hitman.
