Horrible performance on a very good rig. [please help]
Hey everyone, I wanted to know why my game runs at 30-35 fps on low and 30 on ultra.

Specs:

• OS: Windows 10 Pro 64-bit
• CPU: Intel Core i5-4690K overclocked at 4.5Ghz at 1.2v
• CPU Cooler: Noctua NH-U12S
• MOBO: Gigabyte H97N-WIFI Mini-ITX LGA 1150
• GPU: GTX 970 from PNY
• RAM: 8GB of DDR3 Kingston Fury CL10 1600MHz
• PSU: EVGA SUPERNOVA G2 220 650W 80PLUS Gold
• HDD: Hitachi Deskstar 2 TB 7200 RPM 64MB

I've noticed that while my GPU runs at 100% all the time, my CPU sits at 35-40% just chilling there, this framerate totaly isn't normal I get solid 75 fps on Shadow of Mordor with everything maxed, even textures!

SOLUTION FOUND: My core GPU clock was being capped at 540MHz for no apparent reason after having launched hitman for the first time.

It capping at 540MHz explains the 100% GPU load and the 40% CPU usage, since the card was only running at 540MHz the frame rate was abismal and the CPU was being bottlenecked by the horrendous core clock.

All I did to fix this is go into the NVIDIA control panel -> manage 3D setting -> global setting and I changed the "power management" mode to "prefer maximum performance" option instead of "optimal" disabled my GPU overclock, restarted, and then reapplied my GPU overlcock and things went back to normal.

Hope this helped and big thanks to everyone who tried to help!

PS: I've seen benchmarks with my same specs except that the cpu is an i7 4790 running it at 60-80 FPS

Wait a sec. You need a Z series motherboard to overclock Intel K CPUs. H series won't do.
As for 100% GPU usage, cap the frame rate in-game or with MSI afterburner which is why you're seeing full usage. The rest is an optimization issue, dial a few settings back for a somewhat consistent experience.

First off I can overclock pretty well with the H97 I can OC but can't go past 1.2V (haven't tried updating the bios yet)

So I'm getting around 25-30 FPS on low and ultra and you want me to lock the framerate? that makes no sense

Edit: I shouldn't get 30 fps on low... even on ♥♥♥♥♥♥♥ ultra this should run atleast at a steady 60 fps on my rig, I've looked it up on google and a lot of ppl have this problem

Which resolution, OP ?

My rig is very similar to yours, difference being I overclock at 4.3 Ghz only (your 4.5 GHz on this CPU is quite impressive BTW), and I get solid 60 FPS at 1920X1080.

You definitely shoud, too.

Get more RAM.
I know 8GB is what the store page lists as "Recommended", but I don't have any lag or stuttering with my 20GB, and some components of my PC are as old as Skyrim, except for my 970 of course.

I'm on 1080p too, yeah 4.5ghz at 1.2v is quite good, shame I can't go past 1.2v due to the stupid bios

RAM ammount won't affect the performance at all, the overall usage while in game is at 6.5gb/8gb so ram clearly isn't the issue here.

Try it again with CPU standard clocks and see if anything changes. If not then you at least know its not your overclock on the cpu. Sometimes the cpu overclock is not stable 100% if not done correctly.
Edit: Are you getting those FPS at all areas or only at a specific spot in the game?
PS: You should always apply the latest available bios update for your motherboard.
I don't think it's the overclock tbh since other games run well but I'll give it a shot, I get that framerate in the scripted benchmark and the tutorial area, haven't gone past the tuto yet

Then my PC seems to consist of magical components.

Your CPU is probably good enough not to bottleneck your GPU but I can tell you for sure that RAM ammount doesn't affect performance at all if you're not running out of it

Newer H boards and below support OC now some are voltage limited but the ones with the closest specs to a Z board will allow the higher voltages, Those H boards will peform like a Z with one Discrete GPU due to the amount of PCI lanes but SLI will be gimped on an H then adding a M.2 drive will gimp it even more.

Short answer? nothing we can do chuck. Either upgrade to a 1080 and get the memeinteli7
or just lower muh graffix.

Even on my system i get often frame drops. Maybe try DX12 as it increases performance on some rigs.

Are you running it in DX12 or DX11?

Remove Geforce experience if you have it installed leave only the Nvidia Driver and Physx.

Nvidia Control panel -> Manage 3D settings -> Program Settings ===

Select -> HITMAN PRO (Hitman.exe)

scroll down the list making sure HITMAN is still selected find these 2 options.

Multi-Display/mixed-GPU acceleration ->= Single Display Performance

Power Management ->= Prefer maximum performance

I doubt GeForce Experience alters the frame rate. I just did a benchmark before & after I uninstalled it...

Difference between the 2 benchmarks was 0.04fps. The game runs s@#t because it's poorly optimised. Directx 11 runs better than Directx 12, and I get more fps with SLI disabled. IOI really screwed this one up...
