Wolves are often considered to the 2nd or 3rd best positional in the game (after War Dancers, and ahead/behind Gutter Runners), so they are the key to the strength a Necromantic team can have, but clearly they are much better 2+ skills in.
Mummies are 'better' than Flesh Golums, but as the players gain skills the Golums with G access become less volatile, and their purposes are slightly different anyway.
Both have Wights who serve similar purposes, though the Necro can neglect taking MB on the Wights if they get it on the wolves. Both have Ghouls, but Necro can play without any, while Undead are forced to use 2+. Ghouls are good players, but they are the weak link on both rosters (AV7 and no regen), so at lower TVs this doesn't hurt as much since there isn't as much tackle and MB around, but as TVs go up Undead can suffer from losing Ghouls in game, while Necro can just continue to not use them, and use faster and more durable wolves to do the work a Ghoul would otherwise do.
Both have zombie line fodder, but Undead have Skeletons which are pure garbage and is probably why Undead are worse overall since some people are fascinated with using skeletons when they have absolutely no value over zombies.
So yeah, generally I think Necro are superior, but for brand new teams, or for NAF style events Undead might be ahead.
