The Japanese 25mm AA guns were FAMOUSLY TERRIBLE and nearly completely worthless... The only version which was REMOTELY not trash was the single gun in a pintle mount, and even then it was still very VERY bad. The Powered Turret Twin and Triple 25mm were far too slow in train and elevation to be effective, and thanks to excessive muzzle blast and vibration, regardless of mount type, the gun was extremely inaccurate, one could barely even hope for results at 800 Meters.

That's not exactly an AA gun to call effective. Their own thoughts on the matter were that the best AA gun they had were the 3.9 Inch (100mm) dual purpose gun firing brass cased ammo, as a side note, everything larger in IJN service were all "Bag Guns" with seperate loading.
