INEXPLICABLY, these problems seemingly disappear when recording is enabled, however I have to play sub 30 fps....
what don't THEY want us clipping?

Recording etc will OF COURSE impact the FPS rate. Because the recording software AND usually other SM(YouTube, Discord etc) are also running. They ALL use bandwidth and machine resources, this isn't really difficult to understand.
So no, you're playing the same game as everyone else. But I would maybe seek some counselling for your apparent delusions about the game.
I have been going down rabbit holes since I got a .22 rifle for my 10th birthday. That was to kill the endless number of rabbits near our farm, that would eat the lettuce and cabbage seedlings just planted. I am used to it therefore! :D
But if the issue is OBS and EAC have some conflict, then they are the folks that you need to discuss it with.
