Report a translation problem
Sometimes it seems like DLSS worsens the stutter, but I'm really not sure at this point.
For me, the symptom appears to be a halving of whatever the current FPS is, no matter what the graphics settings or resolution is, creating a frame time glitch of about half a second in-game. Like you, it most often happens when closing on enemies.
If the reboot didn't fix this issue, the game would be totally unplayable.
I am on Ryzen 5600x, 24GB RAM, RTX 2060. It does look like a sudden drop in frame rate. Which is usually CPU/RAM. I have suspected my RAM , because it is older - CL 15 2666mhz, in four slots 4+8 4+8 config.
What speed RAM do you have running with your 9900k?
It would still keep stuttering badly even after I tried to lower the graphic quality.

If this does not correct the issue, please do the following.
Can you please remove the current graphics driver(s) using DDU (or similar). https://www.wagnardsoft.com/
Please ensure that you follow the instructions and use Safe Mode.
Then re-install/install the latest driver(s) and re-test.

If you are experiencing FPS drops or other performance problems, it is necessary to create a performance log.
To create such a log you will need to start the game, enter a battle and press left ALT+F11 to enable, or disable the log recording. At the moment of performance drop you will need to mark the time in the log by a single press of the F11 button.
After that in the folder with logs “Folder with game.game_logs\” will appear a file with the extension .dap, which should be attached to the report. Please run the Profiler tool - (Alt+F11), spikes are created in the spikes-date_time.dap; pressing F11 creates - ring-datetime.dap
Video's can be useful, but they DO NOT negate the need for the replay files. Can you please mount video's on a streaming site. Most of the Technical Moderation team are volunteers. If we were to download every video, in each report, most of us would exceed our monthly ISP download levels and either end up losing, or paying extra for our connections.
Whilst one small video is fine. Multiple large videos could quickly become an issue given the number of reports that we handle. Your consideration with this issue is appreciated.
