Report a translation problem
My WT game isn't part of my steam library; so I can't verify the location; but that's where I would look 1st.
I also have a few WT related files in my <boot drive>/Users/ directory - but I don't know if that would be the case if I had installed WT via Steam.

If your Steam library is in the default location it should be at the location below. My own Steam Library is in custom location so; I can't check it to verify if this info is correct or not.
C:\Program Files\Steam (x86)\SteamApps\Common
If it's not there - you'll need to search for it.
When you find it, all your Steam games should have their own folder inside the "Common" folder.
Then it should be simply a matter of finding the War Thunder folder and deleting it - make sure you ONLY delete the War Thunder folder, you don't want to mess up your other games. Then I would retry reinstalling.

and ofc the War Thunder keys in the registry
\HKEY_CURRENT_USER\Software\Gaijin\WarThunder\
however none of the files in those folders (neither the keys in the registry) should affect the launcher in any way (and users should not fiddle about those files anyway imho)... all the files needed for the launcher are located in the ..\War Thunder\ main game folder. maybe some Microsoft VC++ redistributable / runtime packages are needed as well - i dont know ^^ -
what kind of issue do you experience ?
To quote another user on the steam forums which has the same problem as me:
"The launcher is on my task bar but when i click it it does nothing. When i hover over the task bar icon, its just a white screen."
