Report a translation problem
I play on the US server. The intermittent lag problems I'm seeing are being caused by WAN network issues/problems. My PC, and LAN (home network) are operating normally. Hardware: i7-7700k, Gigabyte GTX 1080 (11GB vidram), 16gb system RAM, Win 10 pro.

J'ai réinstallé le jeu pour voir si ça réparait ce dernier, mais non. C'est encore pire puisque maintenant, même dans le hangar, je freeze. Jusqu'à la souris qui se fige aussi durant quelques instants.
In the lower left corner of the game, you'll see your latency (ping) and packet loss values. Those values reflect the "quality" of your connection to the game server.
(edit: The ping and packet loss are in the lower left corner of the screen while in a battle. Not the "hangar" or "garage" screen.)
Ideally ping/latency is below 100ms. Much above 200ms it begins to be obnoxious.
Packet loss should be 0%; but very low values can be tolerated for short periods.
Latency is the time, in milliseconds, for your client to send a data packet to the game server and receive a reply from the game server. If latency increases too much, the game eventually becomes unplayable.
Packet loss refers to data packets that are sent, but are "lost" en-route, and do not reach their destination. This results in those packets needing to be sent again. You might not notice too much at 1% PL, but let that number become 15-20%, or more, wreaks havoc.
In some instances, poor network performance might be on your own local network - where you might correct them yourself. Examples: you have other people connected to the internet via your gateway/router - and they are using too much bandwidth; or you're connecting to the internet (or your router) via wireless and the signal is weak, channels are overcrowded, etc..
To fix those - reducing the number of people using the connection at the same time lowers the bandwidth use; or connecting to your router with an ethernet cable bypasses the wireless issue.
Latency and packet loss can also originate almost anywhere on the internet (WAN) side of your connection. Anything is possible. Could be that Gaijins game servers, routers and switches owned/operated by 3rd parties, and/or your own internet service provider, could be experiencing technical difficulties -> high latency and packet loss. In this case, it's extremely difficult for the end user to do anything.
Simple tools like speed tests/ping tests/line quality tests - may provide some clues as to the nature of the problem. If your tests show your internet connection to other sites is working optimally - then your problems are specific to your routing to Gaijin's servers.
Beyond that, there are other tools used by people who are familiar with networks like trace route/tracert that help may reveal, more precisely, where along the route, problems might be occurring. The issue with those tools is: skill/knowledge is required to use them and interpret the results correctly.
In any case, high ping, or PL, regardless where it originates, can cause the symptoms you have reported. The game client on your PC falls out of synchronization with the game server -> lag, stuttering, freezing, vehicle control inputs & responses are not in sync.
Je vais donc patienter pour voir si ce n'est pas ce problème de surcharge des réseaux dû au COVID-19 qui me cause ces soucis.

Je viens de vérifier les données que tu mentionne dans ton commentaire.
J'ai un taux de 60 FPS qui chute constamment sous la barre 15 FPS.
Pour ce qui est du PING, je suis aux alentours de 40 avec parfois une chute à 30-35.
Le PL est lui toujours à 0%

If those numbers spike... going ~200ms and 10-25% or more PL, then there's a network problem somewhere.
FPS is not a network issue - per se. While your graphics performance might be impacted; if it is a network issue - the entire game is impacted - CPU & GPU can't do their job if communication between you and the server has broken down.
Looking at your tracert, the 2nd hop (significantly longer than the others) is the only thing that catches my eye. It may be that the equipment at that hop was lowering the priority of your test - in which case there is no problem; but if that not the cause - maybe there's something happening there? 1st hop is your PC -> your gateway/router. The 2nd hop that looks a bit funny to me, is your router's connection to your own internet service provider. The rest are the journey to 95.211.246.163 and back.
Hops 9 & 10 timing out just means they were configured not to respond. You did reach your end point - that would not happen if 9 & 10 were not working. The 11ms round trip looks to me to be quite good - which suggests that my guess about the "longer" 2nd hop lowering the priority of responding to your tracert may be correct.
If you can find someone who knows more than I, perhaps show your result to them?
Despite not seeing the cause, I am still inclined to think you're experiencing network problems - from somewhere. I believe that if there was an issue with your PC, you would notice something while using your PC to run other offline and online applications; - and you haven't reported any problems using the PC for other things.
The bad thing is, if it is network (something on the internet side of your router) there's not a lot you can do except: run your tracert results past someone with more ability to help you than I have; and see what they can suggest.
I am in the US, and am connected to one of the servers here. My ping is normally ~60-70ms (70ms nothing to worry about). PL is normally 0% - and these are normally "rock solid"; but for the last couple weeks, or so, there have been network issues (internet/WAN side) of variable severity: rapid fluctuations in both latency and packet loss. In general - I can detect degraded performance why playing War Thunder, and at times the game becomes unplayable. I believe my issues are mostly fallout from Covid-19's impact on internet usage where I am.

Pour répondre à ton interrogation, non je n'ai aucun problème avec d'autres jeux que ce soit en local ou en ligne. Les problèmes rencontrés sont typiques de War Thunder en ce qui me concerne.
Je vais en tout cas tenir cela à l'oeil (pas d'autre solution en ce moment) et si je trouve la cause exacte je reviendrais sur ce post pour en donner l'explication.

Hops 2, 9 and 10 show the issue clearly. Two are timing out. Connection issue. Talk to your ISP although there is little they can do in reality.

Je voulais vous signaler que mes problèmes sont résolus suite à une mise à jour de Windows 10.
Je ne n'ai plus aucune baisse de FPS avec un taux constant à 60 FPS, mon Ping est stable à 22 et mon PL reste fidèlement à 0%.
Tout est en ordre pour moi. Je suppose que c'est bien avec cette mise à jour que le problème a été réglé puisque ce matin cela ne fonctionnait toujours pas et je viens de tester à l'instant juste après la mise à jour de Win 10 et tout est parfait.

@Pascal, je ne sais pas ce qui en résulte pour toi et si tu es sous Windows ou autres mais j'espère que tes problèmes se résoudront également.
