remove ranging shot on tier3+ naval

you have to make another actual ranging shot once your guns are accurate anyways, and with some ships that's like 1min+ before you can actually hit anything... it's silly.

am I missing something about the ranging shot that makes it not even accurate to the correct range before making said shot? someone here is totally missing something.
