I'm not sure but I think that I got my Tu-2 with Dora starter pack. I didn't even noticed it at first and there was no mention about it in Dora pack description. Maybe that's because starter packs gave access to global closed beta and TU-2 was a gift to CBT participants.

Anyway, gather more opinions before buying starter pack, because I might be wrong.

At Gaijin website. That's why I'm not sure about steam packs.

I just bought the Steam Dora pack and got the Tu2.

I got it with the Typhoon pack :D But that was a patch ago so they may have changed it ;D

According to the in game tooltip you get it either because you took part of the closed beta test or you bought "one of the starter packs". So it should not matter which one imho.
