How to add the game to steam library without downloading it again?

to add the game to steam without redownloading is simple just creat a folder inside your C:\Program Files (x86)\Steam\steamapps\common and then make folder called War Thunder and take the files from the folder in C:\Program Files (x86 and drag and drop all the files into newly created folder in steamapp/common then click to install game on steam might require restart and should install like 1gb or less instead of 7gb hope this can help everyone

I created the folder, dragged and dropped the programs, restarted Steam, and even my PC. Where is the install option? War Thunder isn't showing up in my Library

So i did all these steps yet i still have to download it all? Am i doing something wrong? Im making a new folder in the correct spot and i moved all the files to said folder, yet it still isnt working, what am i doing wrong? :(
