tbh i dont mind sweden getting a top tier SPAA since ItO gets the job done, im more interested in Type 625E since it can mount a couple different missiles, either its gonna be garbage like PZG04A or something actually useful unlike Tor and HQ17

That's the start of development, the first prototype was delivered in 1994.
Development then stopped, First 50 delivered, for export, in 2000.
Now, let's look at the lower levels:
Lagg-3 first flight 1940, IOC 1941.
Lagg-3-8 (early 1941 series) BR 2.0 (in Sim)
Same BR as:
Brewster F2A Buffalo First Flight 1937
and
Lagg-3-11 (again early 1941 series) BR 2.3 in Sim
Same BR as
He-112 B (B-0 and B-1) first flight 1935. (Start of development in 1934)
Now, if you know anything about Aviation, you know just how much changed in those 5-6 years between 1934-1935 and 1940-1941.
Even it's youngest contemporary the Bf-109 E-1 is about 2 years older, with a much less punchy armament. And that's a very late pre-WW2 design vs. one that's been informed by two years of war.
The Lagg-3s true contemporaries are the very late Emils aka E-7, E-8 and E-9, as well as the early (F-1, F-2, F-3) and the definitive F-Model (F-4) 109s.
You don't get to say anything about anyone being helped or handheld by the game, because all your aircraft are horribly undertiered until the 7.0-8.0 bracket. And even after, the Mig-15 has a lower BR than the Sabres and the Mig-17 is the same BR as an F-Model sabre.
Mind you, the US is undertiered to all hell, but still not quite as broken as the Russian/Soviet Tech tree.
The Yak-3 (late 1944) being the same BR as a Mid-to late 1941 Bf-109 F-4 is another example.
