Yes. It should literally tell you so when you hover over the Crew Skill you want to train.

But not if the Tank has an Autoloader.

The general order of crew priority is
(1) Reload
(2) Gunner targeting speed (Allows your gunner to balance how much they traverse and elevate the gun at the same time making targeting a smoother motion)
(3) Driving (Driver changes gears with less of a delay technically so less random engine stalls but its more quality of life then anything)
(4) Leadership (Commander get once the above are maxed)
though it gets more expensive if as you upgrade it further but try and focus on the first 3 as they are generally have the most tangible impact

I'd say Repair, Vitality and Agility are far more important than Leadership. Leadership is kinda overrated af; its just good and worth it once you have the over Stuff maxed

On a new tank I usually focus on reload speed - vision - field repair - leadership. Then I try to balance out remaining skills as the grind goes on (and extra sauce on the base 4 skills any chance I get).
Nah. Gunner > Reload > Driving = Repair = Agility = Spotting = Vitality > Leadership > All Else.

Your best bet is to get the first shot off and cripple/kill with it. Your second best is to reload and get a second shot away before they can fire back at you. The next five are secondary to getting the first shot off (Driving/Spotting) or to surviving/recovering if you don't kill someone cleanly (Repair/Agility/Vitality). Leadership is a high-cost low-return bonus.

Remember that Repair/Agility/Spotting care about the average skill across the whole crew. Also remember that autoloading tanks don't benefit from Loader skill.

It's usually a good idea to put a few points into all of the useful skills early on to help unlock the Expert upgrade for vehicles you use a lot, that will do far more than dumping all of your points into one of the more important skills.

Fair but the main problem is those skills are on a per crew member basis so its very expensive to upgrade them all while leadership is rather cheep to upgrade

Did you notice how the cost for leadership spirals upwards ? Its nice it does alot of skills but its def not cheap like you claim.
imo reload is the most powerful skill ranging well above the others and it alot cheaper to do reload only compared to leadership.
Still its all preference and playstyle related offcourse .

sidenote to me it was rather surprising to find out that crew points that you unlock in planes can be used in tanks and vice versa if its the same crew number.

They are still vastly superior to Leadership and while there is only one Leadership it is one of the most expensive to train - and also as said it is overrated af and not worth it until you have everything else maxed because it is percentage bonus...and only 10%...its really not that good

is there a skill for the range finder accuracy? Cause sometimes if the range more than 800 it's only said ">800".

Yes, it's called Range Finding

No, that's based on the equipment on the tank. 800 is the stock for almost all tanks. 1000 is for most upgraded. Laser rangefinder has 10k range.

it can be as high as 1200m even with no rangefinder modification depending on crew

Remember you are not training that specific vehicle. You are training the slot. All future vehicles you then place in that slot will inherit the training but need to qualify.
