fix the black hole br problems

for some reason now it is way more boom and bust? 11.7 plays wit 10.7 tanks cuz there aint any 11.0 or 11.3 tanks (except japan for some reason and maby russia). there are even more black holes if we go down in br, but there are tanks.... the problem is nobody is playing them so u end up in 9.3 with ur 8.3 line up cuz nobody plays in that br bracket..... fix the mm gaijin

They made the grind unbearable and the reward for playing high tier nonexistent.
No one wants to play the game when the game punishes them for playing it.
