As you mentioned the Wirbelwind basically excels at short bursts against close aircraft that are more or less directly coming towards you.
Ostwind however can sustain a steady stream of deadly shells that will allow you to already start shooting at planes that are still far away and not even facing you. If you miss it is no big deal because you can adjust and keep shooting.
Wirbelwind is more of a passive "ambush" and "I got you" kind of SPAA where you sit behind a building and peak out at the last moment while the Ostwind is more of an active air defense unit that actually allows you to control the sky and shut down enemy air movement.

That said, I prefer the Ostwind.
the only thing that compensates for its ♥♥♥♥ lenght and armor is the autoloader and stabiliser
even the most expensive rounds on the 906 suck ass
ostwind 2 would fire its cannons at the same time resulting in low fire rate
i think it's better the way they are now
