Why no APDS for Shilka

It didn't use APDS in Russian/Soviet service.

There's a modernised Polish version which has access to APDS but we don't have that one yet.

I was gonna say, I didn't think the Shilka got APDS for Russia or Israel or Romania... I may be missing a shilka... oh yeah sweden, or maybe it was norway. We got a bunch in game but I don't recall any having APDS belts.

my point is that it does not need apds at all. if you're trying to kill MBTs with a shilka, you cannot blame the gun for your stupidity.

I am pretty sure you can't use Iglas against tanks so there really isn't any reason to bother with them, just use your AA guns for attacking air and ground targets and hope for the best.

I am pretty sure the OP wants APDS to kill enemy tanks that enter the spawn rather than to go tank hunting like you would with a bofor or 57 (you could compare the wish to the emergency APDS belts on the Gepard). So it isn't stupidity, it is more a weapon of circumstance that simply doesn't work well. That said none of the shilka's in game got APDS belts so it will not happen unless gaijin decides to pull some shenanigans.

Shilka M4 is way too high for these crappy iglas your better off with the strela, but gaijin doesnt want to add new iglas for russia thats why you have a modernized shilka from 2013 with iglas from 1980, skip it and buy another SPAA.

They are not too different, and are similar to the chinese TY-90, it would be quite cool but just as you mentioned there are crybabies.
