Mouse and keyboard. A controller can't compete with how simple and precise the controls with a mouse are, especially when we're talking about aiming at stuff.

Meanwhile, aircraft in simulator mode are controller / joystick country, as far as I've heard.

For tanks controller is a joke, you can always see 4-5 console players in the team with 0 tank kills.

For planes, a controller just isn't precise enough to deliver accurate fire or to get consistent accurate control over flight. The controller works just fine for basic flight control, but it cannot keep up with a flight stick or mouse. (Flight stick is better for precise flight control, mouse is better for precise placement of fire.) The problem is with the thumbstick's limited range of motion and control resolution.

Bind controls for each and try them out. I think the controller would work well enough for flight control after lots of practice, but good luck actually getting any kills.
