I don't know about Arcade, but with RB, What tanks/planes you have slotted effect what kind of match you get put into. Basically whatever BR your highest slotted tank/plane has, is the type of BR level match you're gonna be put into.
So, Say you have the t35 slotted for the match, but also have a bunch of KVs/IS + High BR planes in your active roster, than the matchmaking system will put you in a match equal to those BRs, not the t35s,
You'l need to unslot everything that has a higher BR than the t35.
and my stats with tanks are prob good(wot exp) but not planes ish
For that reason, you'll want to make sure that all of your tanks have more or less the same BR value, so that you don't get dragged upwards into matches where most of your tanks are useless.
In your case, if you want to make full use of the T-35, then you have to make sure that all other vehicles in your Soviet lineup have the same or a lower BR as the T-35. Otherwise, a higher BR would drag you and your T-35 into matches that you don't want to see.
Now, about that supposed +0.3 BR for skilled players, I have no idea if it really exists for tanks or not, or how exactly it's determined that you're skilled enough for that kind of nerf or not. Personally, I have never seen anything like this so far, and I daresay I'm a pretty good player compared to what drives around out there on average.
