question: why do only some specific vehicles have driver controls?

If you mean the module inside the vehicle, I believe it was intended as a nerf to high tier light vehicles so there's more stuff to break inside because people were often complaining about over penetration leading to light vehicles taking no damage and therefore eating like 10 rounds sometimes due to all the empty space.

shouldn't it be on every vehicle logically?, cause every vehicle needs driver controls?

He just said it was because they are too many rounds. It's a nerf for good vehicles. They aren't nearly as much of a problem at low tier, as everyone gets APHE except for a select few tanks. Even these rounds fuse just fine in a light tank, or they have less armor than top tier light tanks, making them very easy to kill with a .50cal. Some high tier light tanks also have a transmission pretty much right next to their engine, meaning shooting them frontally won't disable them, causing them to eat ridiculous amounts of rounds.

If you're trying to nerf specific vehicles, not really.
