9.3-10.3 worst BR in the game right now

I don't know about your experience, but trying to play Russia at least is just the absolute worst. Teammates are completely hopeless and trying to play defensively leads to just getting bum rushed by TAMs, auto cannon vehicles or just the entire enemy team. Anyone else feeling the same way because I doubt I am alone in this experience.

9.3-10.3 is a horrible BR for ussr and other countries that arent china or the US thanks to the influx of premiums

It's horrible for USA as well because that's the entry point of uptiers to teams of Wolfpacks and KVTs that have <10 hours in the game.

To be honest, 9.3 to 11.7 is pretty much ♥♥♥♥♥♥ for everyone as far as premiums are concerned.

Who doesn´t love entire Teams full of Premiums, which desintegrates after 5 minutes due to a severe lack of experience and no lineup to back it up?

"smurf" and "no clue what they are doing" are polar opposites, the former are players with a lot of skill and/or experience playing low lvl accounts to sealclub.
