The Ho-Ri literally has a hole in the roof, though. It has a very thin plate attached to the top of the breech so that the gun can be depressed further. This was specifically done because Japan and the eastern islands where the war was ongoing were generally mountainous, so vehicles needed superior gun depression in a defensive situation.
The issue is that overpressure doesn't factor whether a vehicle has changed or opened plates. As far as the game itself is concerned, the Ho-Ri's upper breech plate is always closed, so you have to exceed the 35mm overpressure cap on the roof even if the roof itself is in the open configuration.
You can also overpressure the Maus with 75mm HE if you hit the engine deck!
