In my personal experience the vehicles that suffer the most are those that use AHEAD ammunition such as the Chinese PGZ-09 or the Puma IFV etc. aim at the center of the circle when the target is flying in a straight line and watch the shots fly behind the target or anything at all.
But keep in mind that the directional velocity of the aircraft and also its acceleration matter.
The worst Radar tracking Ive seen so far was on the ZSU-23-4 Shilka but even the Tunguska and Gepard suffer from it - I mean, most vehicles in the game suffer from it.
With the Gepard I find it hard to believe seeing how much success its showing in a war shooting down drones and cruisemissiles. Overall I find it suspect that pretty much all vehicles in the game currently suffer from tracking inaccuracy to the point you can see your track hovering around the target .
