If not Russia, then the Chinese tech tree then. The current Iranian government still operates F-14s in limited number using reversed engineered tech to keep them airborn and armed.
Gaijin being a business would want to earn more money so a premium F-14 in a different country other than US would have buyers.
Although I havent watched the latest Top Gun movie but it speculated that the movie will have Iranian F-14 either captured or the antagonist jet.
There is going to be a US premium F-14, which I predict to be F-14A "Jolly Roger" because of a certain 80s anime, another american movie where F-14 vs A6Ms, and pirates motiff are cool. But if Gaijin wants to sell to non-US main players they could cash into the Russian main or Chinese main players.
While the normal tech tree would be a F-14B or D without any phoenixes or a super nerfed phoenix.
Politically speaking that it might cause an uproar if they sell an Iranian premium F-14 in the US tech tree. An Iranian F-14A would sell better in the Russian Tech tree because it tends to have more players. However in terms of recent & historical events, its China that is helping Iran to reverse engineer and develop military hardware. So sell the Iranian premium F-14 in the Chinese tech tree?
The biggest surprise if Gaijin does a collab with TopGun and sell actual premium F-14 "Maverick" in the US tech tree.
Final Countdown(F-14s vs A6M Zeros), some Tom Clancy books, and Macross 80s anime all have "Jolly Roger" painted F-14s
