Well, this is only an accurate statement, in my opinion, with reference to Arcade.
Overall, Russia is definitely not the most consistent faction.
Especially in RB, they take it in the shorts for a long stretch of time before they get a decent, actually competitive fighter aircraft in RB.
There is no best faction overall, they all just have different niches and traits.
If you like having a huge selection of really excellent fighters in any mode, you go Germany.
If you like having a lot of versatile ground attack aircraft and jack of all trades fighters, you go Russia.
If you like having a nice even mix of both speed and maneuverability in your fighters, you go Britain.
If you like being the most blindingly maneuverable thing on the planet, you go Japan.
Although I think US has the best bomber lineup and possibly jets.
EDIT: Though seriously, I can't think of a single thing america has going for it. Germany has better BnZ, Japan and britian run circles around US, Russia is basically invincible against anything shy of 20mm cannons (and better overall). I'm told US has the best jets, as if anyonee who didn't have them pre 1.37 can get them.
I have a bad habit of not specifying that I play primarily Arcade. Cannons aren't as important in Realistic/Simulator, so the machine gun crazy US and UK are a lot more effective (not to mention the Japanese are less handicapped with their earlier planes). Certain planes with heavy cannons are almost useless in RB that are deadly in Arcade (Yak-9 primarily), and a lot of the early Russian planes that normally fly like bad 109's are horribly lacking in engine power in the Realistic modes.
One important thing to do is to play Arcade first to get an idea of how accurate your weapons are and how much ammo they have; the BF 109 F-4 for instance is especially nice due to its better-than-average payload of 20mm ammo, as is the Beau VIc. By contrast, most of the early fighters with 2 wing 20mm's (109 E-3, most Spits, A6M's, etc) have poor ammo capacity and struggle in Realistic if you aren't a good aim.

Moderate mode: Germany
Hard mode: America

Nah, I totally disagree with this.
At higher speeds, US planes are consistently the most maneuverable out of the bunch.
When you start getting up to higher altitudes and higher speeds, thing's like the P-51 and P-47 will beat the pants off a 109 or 190.
Also, America does have some unique things going for it:
1. They easily take the crown for fastest able diving prop planes in the form of the P-51 and P-47. Unfortunately, if you ONLY play Arcade, you're never really going to see this advantage, however it is hugely useable in every other game mode, if you branch out, and can be deadly against German's who can't stay with you.
2. Consistency of firepower + ammo. Once you know how to use any American aircraft, you basically know the gunnery for every single one of their fighters. This seems trivial, but it's incredibly important. You just get better and better, where as switching back and forth between say, a 109 and a 190, the gunnery and where you shoot in leads is significantly different. Also, USA also just has ridiculous amounts of ammo and can really just let loose in those passes that you think you might miss, without having any detrminent. A good example of this is the P-47. Whenever I fly it, I shoot at any shot I possibly have, simply because of ammo and sheer firepower 8x brownings are.
3. Fighter/Attack versatility. Basically any Tier 3+ american fighter can attack ground targets very successfully. It's not great in the opening parts of a match, but in certain scenarios, it will simply win you the game. Great for RB when someone decides he's a special princess, and wants to admire his reflection 10,000m up in the sky for an hour at your detriment.
This is why I liked the Guardian Angel event; normally the P-51 and P-47 don't reach the altitude required for them to display their maneuverability, since War Thunder battles all start at low altitude.
Best for planes depends. Its either Russia or Britian.
