It's honestly one of the nice things about them over more volatile munitions, kinda like plastic explosives where you can shoot, burn and even eat them and they won't explode (though you will still be in trouble if you do burn or eat them so it's not recommended even if people do it regardless.). Nukes don't work via basic kinetic or even normal heat reactions that other explosives use.
In the Nukes we have in game, you have a sort of basic bomb with a nuclear explosive reaction waiting to be primed and set off inside it. This reaction requires a high pressure/compression event as they cause the nuclear material to compress into a critical mass state and then beyond that alongside an explosion from the generic explosives in the bomb in an incredibly delicate and precise way so that you get an affect sort of like clapping your hands, the air is compressed here via the precise action of your hands which requires a ton of stimuli, muscle movement and a bit of coordination to achieve and then you get a clap, simply zapping you with a tazer won't make you clap, much like shooting a nuclear bomb won't give you a mushroom cloud, sure there is a infinitely small chance that it will, but again, Russian roulette will be a much faster method of ending yourself with way better odds of success. There is also the fact that the bomb might not do anything if shot so it'll just hit the ground like a big rock if you shot it and the chain was broken at the right moment so Gaijin could have it either despawn and that way it doesn't get in the way, have it explode but a tiny explosion or have it hit the ground and leave a small crater with no explosion.
As for OP, it was considered a bug with the nuke getting shot out and they fixed it but later reverted the fix without saying a thing.
