Depends on the type of plane you play. Fighter > G tolerance, Vitality, Stamina (also, try to always upgrade the Qualification as soon as possible, since it gives you a Huge reload speed bonus. You will notice the difference right away).

After that focus on Vitality and Weapon Maintenance until they start to cost 20 points. Then get Stamina and G Tolerance up until it starts costing 20 points. Essentially repeat this in increments of 10.
From the Ground service Tab, Reload speed, and weapon maintenance are the ones you need to level up, Reload speed, as it names indicates, reduces the time it takes to reload your guns (at full level, machine guns and cannons, reload 3 times faster), and Weapon maitenance lets you go full auto for a little longer before it overheats or jamms. (If you are bomber, makes your bomb more accurate, they are less impacted by wind for example).
A few points on both are great, as long as its cheap to level them up, do it, once they get expensive, continue with Pilot skills.
Reload speed isn't worth it when you don't have a lot of crew points to mess with; it simply isn't a priority other than why I stated above. It increasingly costs more and more, more so than most other crew skills, and it is a skill you can get an extra +30 in because of the Expert Level.

Main focus during Tier 1 and Tier 2 would be to get you qualification as soon as possible, since it will give you a nice boost.
I know I was just reiterating the point. A lot of people think it's the best skill the have in arcade, which arguably it is, but it just isn't worth the investment that early.
