Tank Ammo Cost

If you bring 70 rounds of APCR into a match, do you pay for the rounds in the tank when you die, or only the ones you used?

The ones when you die. Same for the primaries and secondaries on planes

Pretty sure you just pay for what you shoot.

You pay what you use, plane ammunition belt is considered used even if you only shot few rounds from it.

Exactly this.
You can carry as much as you want but the SL Deduction only applies to how many you shot.
Do not carry Full Capacity unless you're SPAA or AutoGun.
You can experiment how many Ammo and where it stacks in your Vehicles to optimized not getting ammo rack.
