Pay to win is paying for an easier time in the game and its annoying in games because players that spend no money on a game face players who bought the best so they can be the "best".
In a match, there is nothing that you can buy that will give you a bonus to your tank/planes damage. Some premium vehicles may be a worse choice then what you can unlock (SU-100Y for example. Powerful 130mm B-13 gun, but almost every tank you will fight can penetrate the front of you with ease and it is VERY slow to turn.)
Pay to Play? No. Pay to Win? Usualy, no. Pay to reduce the Grind? Yes.
People associate a huge stigma with this phrase where really it isn't the case with some games. In War Thunder paying money gives you the player an advantage over someone who has equal play time as you and that is it. It is a method that applies the 'balance of power' mechanisms.
People who have been playing a long time have spaded vehicles and maxed crews. This fact alone means they have an advantage over the new player. If the new player spends money he too can achieve these stats either instantly or faster than someone who does not.
Is it pay to win? Yes.
Does it hurt the game? No.
long answer: premium account time at minimum will speed up progress. that's the ONLY real money advantage, whether it's through premium time, premium planes/tanks, or a combination thereof.
Its already obvious that this game isn't Pay-to-Play and its even listed in the Free-to-Play games on Steam.
