if there is a big gap in one or more trees where too few vehicles for a good lineup exist then playing near to that BR you are unlikely to get downtiers when players at those BRs are rare.
The opposite also exists at BRs where large numbers of vehicles and/or extremely popular vehicles exist and there are significantly more players than the BRs around them (something the community calls a black hole) then playing too close below such a BR will lead to excessive uptiers
smart players design their lineups not just around the vehicles they like or do well in but also around the expected lineups and population density they could meet to avoid these as much as possible, the ideal situation to minimise uptiering would be playing at a BR black hole where a gap in population can be expected immediately above your BR so there simply arent enough players to uptier all of you the expected 75%. This is unlikely though as there will always be some trying to fish for those elusive downtiers by playing just above a black hole
nothing can realistically be done unless gaijin simply chose not to create matches where the players are available and BRs are in range in favor of waiting to see if closer BRs become available in the matchmaking pool but on less populated servers outside of peak times there are no guaranties that is even going to be possible
I give you a secret : even 2-3-4 BR higher, it can be done.
But the problem, because there is a problem, is just the player himself.
You have 2 categories of players : the ones who adapt themselves, and the others.
the best way to avoid constant uptiers is playing bad :D its a fact that personal statistics have massive influence on the mm.
why?
because of two reasons:
first to balance the teams
and second to keep players playing. Good player might be uptiered more often and face worse players in better vehicles to balance the skill difference. thats the reason why some players get matched uptiered or even fully uptiered in nearly 100% of the battles. I experienced that it gets really worst if focusing on kd with a really good kd of 10/1 or even better. With the yak-9 i reached a kd of 23/1 (7 kills per battle in average) and allthough my results in battle werent as good i get matched uptiered or fully uptiered in nearly 100% of the battles.
and for sure there are some br`s where the chance getting matched uptiered is bigger. br 3.0 or 3.3 is a good example (for aviation) because many players play around br 4.0
