is2 has the boom cannon but has an ungodly long reload. tiger 2 has a much higher reload rate. pen is similar on both of their aphe/apcbc rounds but hte is2 has the greater explosive payload so is more likely to 1 shot. The reload speed on the IS-2 is just far too bad for me to like it and it has no gun depression at all so you are very limited on positions. Tiger 2 is just far more reliable and versatile
The Tiger 2 cannot be penned from the hull (I guess maybe MG port), but it does have massive cheeks that the IS2 can pen. However, the Tiger 2 has the advantage of the 88 being a good gun, and having the reload advantage. However, it's pretty much whoever pens first. Both have good explosive rounds which will probably 1 shot.

Both Tigers are objectively better than the IS-2.
But Tiger II P vs IS-2. I would prefer to play the IS-2.
Not because the IS-2 is better but because the IS-2 is better at it's 5.7 RB. The best I've ever been able to figure the main difference between the IS-2 and the IS-2 '44 is the DShK. And I love a DShK as much as the next guy but it isnt worth stepping up to 6.3 over. ~5.7-6.0 is imo the pinnacle of heavy tank game play. Much higher and the armor just doesnt keep up with the cost in size and mobility. Sure there are a few heavy tanks a little later in some tech trees but they dont have the staying power anymore, they basically become oversized slow medium tanks.
Anyways, I feel like the Tiger 2 should be more consistent in performance. You can really on the armor unlike the IS-2. The reload on the IS-2 also stinks plus has less penn. Haven't talked about the optics also, Tiger 2 has better optics than the IS-2. Only thing I'd say the IS-2 is better is the HE filler and the mobility in general.
I agree on all counts except at 5.7 one can work with those issues. At 6.3 and 6.7 that margin of error becomes smaller.
