And yeah maxing out or getting up in a techtree doesnt matter as different BR steps have different gamestyles. And having a varity of setups is normal.

Matchmaking does not care about rank. BR is what determines what vehicles you can face. Rank is largely to do with research efficiency... not performance or capabilities in the game.

Yes, what you are describing is >possible<, but not for the reasons you're insisting upon.
A Type 16 / Type 93 (T7, 9.0) can face [Insert any Tier 5, 8.0 here].
Realize that this is the biggest cherry-pick of an example, ever: Most typically, Tier 5 ends at 7.7 for most nations, and Tier 7 starts with 9.7's. AFAIK, there are only two 9.0 T7's in the entire game, listed above. They belong to Japan, a nation with one of, if not -the- most spartan ground forces trees, for how long it's been in the game.
And: Although being Tier 7, and 9.0.... Reserve vehicles could sneeze on either of them and get a kill. They only have ~25mm armor.
