Knowing the range won't just you instant god like ability to hit people. If anything, it will throw off those who have aimed for so long without them.
They're also only available on tanks that have a rangefinder.
Laser rangefinders are 70s+ stuff, but these ones are optical rangefinders that were already well in place during the war, especially on ships. Doesn't take much to go from there to tanks once you realize that it's a good idea to have them. The challenge was to make them small and accurate enough, and to fit them into tank turrets.

The will appear in the modifications tab. If the tank does not have it listed there, it does not have it. You can use any tank and test the range finder in a 'test drive' but when actually playing the game, the button you bind will do nothing.
Anything higher is shows as >[max]
