You would have to gift a steam gift card and have them buy their GE. I don't think you can directly gift GE.

I've gifted GE in the past to another player; but only thru Gaijin's own online store. Both I and the recipient were both PC users.

I don't believe you can gift cross platform to PS4 players (without both parties having a PS account) - at least that's what my adult son whose WT account was setup on a PS4 told me. He said it was due to how Sony forced everything to be done thru their play station store. No idea if any of this kind of thing affects X-box players.
