As the name suggests, Crew Skill points are awarded in relation to how well your crew does, so if you are constantly on top of the leader board, you will be earning them faster than if you join a battle and instantly quit out of it.
These points are accumulated over time- Most of the time I save up to a few hundred and then spend them to where they are needed.
Also, crew experience points can be earned with either tanks or planes, and can be applied to a tank crew skill or an aircraft crew skill, for example: If I am grinding aircraft EXP, but my aircraft crews are 100% in every skill, The points accumulated can be spent on my ground forces crew.

Crew EXP points give many bonuses. There are many strategies on how to spend them most effectively, depending on what you play, what game mode you play in, etc.
For example, in Arcade Battles (Aircraft), the most important skills for your pilot are "G-Tolerance", a skill that affects how fast your pilot can recover from hard maneuvers, "Vitality", a skill that allows him/her to be more injured and still be able to fly, and the most important skills for your ground crew are "Reload speed" and "Weapon Maintenance".
For Realistic battles (aircraft) I feel the most important skills are "Weapon Maintenance" (Allows longer bursts), "G-Tolerance", "Vitality", and "Keen Vision", a skill that lets you spot enemy planes at longer distances, particularly against the sun.
In tank battles, it is more complex; it depends on what you drive (Heavy, light, TD, etc.), But generally the "Field Repair" skill, "Vitality" (Particularly on Commander, Driver), and "Weapon Reloading" are good skills to have.
