Keep in mind that War Thunder bumps you up to a higher level if you perform really well at the lower tiers. If you have a 3.3 BR tank in your line up of 2.7 and below BR tanks, you will be put in the appropriate BR which means higher end tanks even though you only have one high tier tank
I would say 'git gud scrub' but you picked the wrong nation to start Ground Forces in. Believe me when I say you'll get better if you chose the US or the USSR.
I took a break and decided to try removing all my Level II vehicles so that I've got Level I across the board. I had that Panzer IV tank that I think was pitting me against super-skilled Level II players. The battles that are coming up have older Level I equipment but feel more evenly matched. I'm still losing about half of the firefights, which is about right, but I'm not having to drill 22 shots into a tank anymore to kill it.

Actually the target range cursor was coming up green for all those shots, which I'm guessing means I am in fact aiming at the weakpoints. If it was red I woudn't be complaining.
The cursor does not account for angle and effective armor. Do not overlook a tank's angle. If the front of a Sherman was poking out at you at a 50-60 degree angle, your shot, (which is rounded), cannot grip the armor to penetrate it and it's effective armor would actually be more than the normal ~63mm from the front.

With any tank you first need to know which ammo to use for the job. Since solid shot AP/APCR/APDS/HEAT ammunitions are, at least in this game, a bit iffy, in that they are more of a pin point laser sniper shot, instead of a spalling shot like in real life, they are not that good unless you know where you are shooting at. APHE or APCBC shots have an explosive filler that will fragment the shell on penetration, doing more damage to the innards of a tank. HE shells are only really useful with calibers from 120mm and more.
This means that with the German tanks you want to mainly use the PzGr. 39 APCBC shell, which, while it does have less penetration, will do more damage on penetration and will make it more likely that you kill stuff. The PzGr. 40 APCR shells are more for shooting out crew or components in a tank and are best used for tanks that you can't penetrate with the PzGr. 39. For that you need to know where the individual crewmembers sit, especially the enemy gunner. To find out that you'd have to go into the X-Ray view of the vehicles you are facing. Similarly, with the armor viewer you can make out weakspots in the armor of enemies and also find out good angles to shoot at and where the bad angles are.
Another thing is knowing where the ammo is on the other tanks, again, X-ray view will help here.
Knowing what ammo to use and where to shoot at is half the game at getting better results in this game. The other is learning how to use the terrain to your advantage and how to use a map layout and your allies to get, preferably, into a flanking position, because it is always better to shoot at weak side armor than at the stronger fronts.
What should also be mentioned is that Tier (what you call Level I or Level II) does not matter as much for your matchmaking in this game, the battlerating or BR, which you can find out in the statcard by hovering your mouse over your vehicle, is more important. The matchmaker for Ground Forces always puts you in battles with a maximum difference of +-1 BR of your highest BR tank in your lineup. A 3.7 tank may meet tanks that either go as low as 2.7 (being one of the BR top dogs then) or as high as 4.7 (being the BR underdog there). If you have a lineup with, say, three tanks, one being 1.0, one being 1.3 and one being 3.7, then only the 3.7 BR tank will determine your matchmaking and the 1.0 and 1.3 BR tanks will be severly undermatched. Therefore, I recommend to only use vehicles of a similar BR, with only AA being something with a more leeway, as it usually should stay in cover and engage planes.
If you don't have enough tanks of a similar BR, then you should first unlock two or three of the next higher BR, before putting them into your lineup.
