The way it is implemented did make some rounds rather useless for one reason or another. Whether or not this is for the better, it is hard to say. Guess that means some tweaks will be needed for it, be it BR reorganizations, or checking the performance of each gun and round (for the 700th time.)
So now it has physical size and going for say an armor gap in a mantlet, your shell now actually impacts the armor around that cap (provided the gap is smaller than the shell is.
So it's a massive buff to armor and fixes a ton of problematic spots on various tanks that you'd be killed by things you rightfully should not be. What it also means is various weakspots are no longer as weak as they used to be, because they abused or greatly benefitted from the 1 pixel wide shells.
For reference with the above, a pixel is an infinitely small point in the game, smaller than a screen pixel could render.
Now it's not perfect and seems to add armors together when hitting spots with two different armor thicknesses next to each other.
So, he feels the need to cry here his frustration.

It`s not about adaptation, it`s about another layer of RNG in the game that already had enough of it. What it actually does is screw with the game balance making bunch of nearly invincible tanks and nerf the ammunition of other ones making lot of heavy caliber slow reload weapons basically useless and then they scramble with changing the BRs again or add some more heavy repair costs. Dont fix stuff that is not broken.
