The KV-7 was actually produced and tested unlike the Lowe.

I'm still holding out hope for KV-0 sometime. I would have preferred that as the "event" vehicle, but I guess the KV-7 is more unique and different/appealing
Ah yes the totally real Lowe that most certainly had a prototype and most certainly isn't some hypothetical design. It never left the drawing board. This is the same as Jerry saying 'Hey let's make a thousand ton tank with a hundred cannons on it. Here's a drawing I made!'

Why does it matter if it's just a blueprint? It's a real design made by actual engineers. It's not like it's a fictional vehicle.

I think Lowe would be cool, as it's not an actual tank, I don't think it's gonna happen. War Thunder went away from the unrealized tanks, and even removed Panther II and 10.5 cm Tiger II from the tech tree due to them not being actual tanks.

But now, they are catching up with the most modern tanks, and they are even adding prototypes like the Challenger 3 TD (Technology Demonstrator), so who knows. Maybe sometime in the future, there is a place for conceptual interesting tanks, but not any time soon.

Once Gaijin runs out of vehicles to add, prototypes will likely start being added. There are numerous prototypes that could help fill out the Japanese tank line as well that could make a nice addition to the game.
