We've all seen teams that tunnel-vision their way to one objective out of the three in a big conga line and are oblivious to anything that's not immediately in front of them.... (Well, and even then, sometimes they still are.). (And, to let the record show: Sometimes I don't realize what I'm looking at either until it's too late).
SPAA just means there's virtually no reload, and said oblivious enemy team isn't going to have much or any time to react. A lot of SPAA (Gepards & variants, ZSU-57's & variants) are wildly effective against almost everything at their BR from the side.
So, is it someone who's maining an SPAA for that exact reason (To flank and go tank hunting, and they ran into an oblivious team who let them get a nuke), or someone who -just had to be cheating-?
I've had daily tasks saying to go get X number of kills with SPAA and I've had 10-12 kill/no death Gepard/Type87 games and it's MUCH easier to do than you might suspect. Half the things you run into are tin-can IFV's.
So, cheating? I doubt it - But if there's serious doubt, that's why the report system exists, please feel free to make use of it.
Under the right circumstances an IS-2 with a 30 second reload could clear a nuke (assuming appropriate BR) in about 5 mins.
Most vehicles at nuke BRs have significantly shorter reloads.
Does it take good gameplay to manage? Sure. But without a replay... OP and yourself just got beat.
There's videos online of people getting nukes closer to 3m. I know cheaters are bad, but to get beaten by more than a minute by a legit player, is stupidly bad, especially for cheats of such magnitude you could figure it out with, what appears no viewing of the replay file or proper thought. I suspect this cheating claim is because of dissatisfaction with the game, and infuriation from dying to the player that got the nuke.
SPAA vehicles are practically as lightly armored as an open top, that alongside effectively no reload, makes these vehicles glass cannons, which I argue are balanced.
Most SPAA vehicles cannot kill most medium tanks frontally without shooting weak spots, The only thing they can do is flank.
As for if someone is a cheater, you're right, report them if you're suspicious they're using software/hardware that's giving them an unfair advantage over those that are not.
Now alot of kills or a nuke does by no measure mean cheating, no matter the speed at which they are achieved (unless some extreme cases where the suspect gets a nuke within ~5s of the match's start). Besides all that, watch the replay to make sure! Get some concrete evidence that the suspect is actually using said software/hardware.
Yes, teams can be very oblivious, and I have done that too, though that mostly happens when I'm playing trough the night and am very tired.
Some SPAA vehicles are ridiculously fast, such as the ZA-35, in which scenario your team might not expect the enemy to be so close to the spawn so quickly - which is understandable. This is the reason for ~40% of the nukes I've gotten, the rest is closer to skill rather than oblivious enemies.
How about having fun playing the game rather than just being exclusively obsessed by the grind? -_-
