10-20% of the maximum Ammo Capacity in Shots of Proximity/Time Fuse would certainly help.
Also China has a dual barrel 57mm SPAA with this type of ammo already, so i don't see why other nations should not have it at the same BR.
And the SPAA vehicles with appropriate calibers above 8.0 to have VT rounds already have htem.
