If you miss one of the marks of distinction for the KV-7, are they going to allow you to purchase it with GE?

You can track the progress of completing stages by clicking on your Nickname > Achievements > Dreams Come True: KV-7. If you don’t manage to complete a stage on time or would like to purchase a stage, until November 18th from the Achievements window, you can purchase each stage with Golden Eagles which will give you the corresponding rewards.

Hi! Yes, as with all our events, you can purchase uncompleted stages with Golden Eagles. For this event, they cost 699 GE each.
