Israel had enough vehicles to have five ranks, from 4 to 8 (although I think they could start from rank III for both air and ground, as they even had Cromwells in possession, which are okay for rank III, just like the Sakeen which is rank IV currently, and missing Beaufighters, Mosquitos and other airplanes).
Remind me please when Ukraine was formed as an independent state? Can it start from rank IV at least without copying everything USSR/Russia TT has? If it starts from rank VI or rather VII (thus having just 2 rank, 7 and 8), it just isn't worth it. See, no politics, just in-game logic.

Majority of those tanks where built/modified after they gained independence USSR. If anything you create a Central and Eastern European tech tree that combines all independent smaller countries to avoid conflict of the player-base.

Central Europe would include Germany. Eastern Europe is just Russia, Belarus and Ukraine...which we already have as the USSR Tree.

And at that Point if they make a Central European, Eastern European etc. Tree they might as well create an East Asian Tree, Western European Tree, Five Eyes Tree and so on and just smash Nations together based on their Geography (aside from Five Eyes)

In case of China they at least get their own unique Vehicles at the Top with tons of more domestic Stuff open to be added, Ukraine or an Central EU Tree would just be entirely Copy+Paste, those Countries make much more sense as a Subtree or have their more unique Vehicles as Premiums for greater Nations.

By that logic, there's no place for Su-25BM (Belarusian modification, but belongs to Kazakhstan Air Force), M53/59 or T-72M2 Moderna in the Soviet TT, but here they are. As well as the Finnish subtree in Sweden (and a couple of Norwegian ones), the Hungarian subtree in Italy, the Benelux in France...which is already better than if they were added as standalone micro-nations with just a bit of unique vics and tons of clones and semi-clones. Ukrainian vehicles you listed are all semi-clones...
