If you launch in optical contrast mode, the Strela does literally ignore flares.
As for OP, the Stinger is one of few missiles that use both types of IRCCM in game, seeker shutoff (turning the seeker off if flares enter the FoV, and going off inertial guidance until it can't see them anymore, like the AIM-9M) and FoV gating (making the FoV of the seeker much smaller after launch, so it can't see flares, like the R-73)
