The shell has become again as it used to be (they briefly changed the 90° pen to 60mm if I remember correctly but that was it). Nothing new or worse or anything than it was when it was introduced, atleast not that I have noticed.
It's small and it feels like you can get your gun on target much quicker.
But having played it I am only frustrated at being a massive, easily penned box which takes ages to elevate or lower its gun. Maybe my memories of the Ho-Ro are being too rosy there but that's how I've felt there.
I remember a year or so ago when the tank had an HE with like 100 pen or something.
Are you perhaps thinking of the Sturmpanzer II with its 200mm pen HEAT shell?
ALWAYS use the HE.
