Skins are a form of cheating in this game, if they do it good.
Custom skins are only visible to the user and other people that downloaded it and have "show user skins" turned on in the settings
I don't believe Gaijin would retroactively penalize players for using mods before a policy change. That would result in losing a fair amount of players. A warning prior to enforcement could preserve those players, and if they fail to heed the warning, they would then be banned (Gaijin would rather have the revenue from those players). Just staying informed about policy updates (I'd imagine it'd be clear enough such as newsletters, notes upon entering hangar, etc), and if something goes against it, stopping should keep us relatively safe
