Is this a new achievement? I've shot down a nuke and I don't think I got it.

They are not granted retroactively, so even if you got a nuke/1000 hours in-battle/etc before, you will have to do it again.

Except the achievement for buying 50 Israel vehicles, that one counts your stats just fine, because "♥♥♥♥ you".

Unfortunately no, but they did leave the game immediately. The guy who got the nuke had been camping in their spawn with a Wolfpack the whole game and killed me and my buddy several times. So needless to say it felt really good
