That´s why Panzer 4 F2 and KV-1/2 are so low in BR to make up that lack of brain power.
Slightly? 30mm more pen is anything but slightly plus the Panzer IV ammo is capped which helps against angles.
If you play the vehicle you'd find that its gun struggles enough for the BR it's at. It doesn't have problems with light vehicles because it has suitable penetration for their armour and a decent filler, the gun it uses is present on the Ho-Ni III which deals with stuarts and the lot even more often so a turret would only the gun help it perform against lights even better. Chi-Nu at 3.7 would make me want to
Still, as a 3.3 that is tier 3 for daily tasks and whatnot, I'll take it.
It actually doesn't help against angles, caps are there for the shatter gap, not angle performance (and the Chi-Nu's Type 1 APHE has better angle modifiers so that even with 30mm less flat pen, it only has 3mm less at 60 degrees (or 20mm less at 30 degrees))
It also has about 4x the filler in the round, and is otherwise very similar to the Pz IV, it's genuinely not bad and I don't think it warrants a change in BR
Note, not everything of the same BR will be exactly as effective as everything else. There will be some discrepencies here and there.
