Why tf do base hp changes based on map and not have just a set amount of hp based on BR?

Why do they keep changing it and why is it so hard to just leave it at a preset based on BR brackets? Using over 3 1000lbs bombs and 2 750lbs to take down a base around 1.2 tonn explosive and the base still has a good quarter hp left.
